react-navigation-header-buttons-base

This package is a lighter version of react-navigation-header-buttons, meaning that it does not depend on react-native-vector-icons.

You likely want to use react-navigation-header-buttons which has some more functionality, but if you do not want to depend on react-native-vector-icons, you can go ahead and use this one; just make sure to specify the OverflowIcon prop if you need overflow button.
